On September 3, 2019, Circular Letter No. 3.904/2018 was published in the official gazette. The paper, which was drafted by the Department of Banking Operations and Payment Systems of Banco do Brasil (BCB), is aligned with the provisions of Circular No. 3.438/2009, and both are aimed at covering the rules and procedures for participation in the Reserves Transfer System (Sistema de Transfêrencia de Reservas, or STR), a real-time gross settlement system operated by the BCB.
