On August 31, 2018, the Central Bank of Uruguay (BCU) launched a public consultation on a draft regulation containing amendments to the country’s e-money regulations. The draft regulation aims to establish the “habilitation” requirements for issuing e-money as provided for in the BCU’s Compilation of Payments System Rules, Book VII (RNSP). The amendments are aligned with the amendments carried out by Law No. 19.478/2017, which amended Law No. 19.210/2014.
