The Financial Crimes Enforcement Network (FinCEN) has fined the Merchants Bank of California of Carson with a $7m civil money penalty (CMP) for willful violations of several provisions of the Bank Secretary Act (BSA); simultaneously, the Office of the Comptroller of the Currency (OCC) assessed a $1m CMP against the bank for deficiencies in its practices, as well as other violations.
